Study on the Efficiency of Chinese Science and Technology Finance under the Ownership Discrimination |

Abstract This paper combined the science and technology financial inputoutput analysis framework with the discrimination of ownership. Assuming that "the technologies we used to master will not be forgotten" in science and technology finance activities, it uses SequentialDEAMalmquist method to estimate the efficiency of science and technology and heterogeneity of China's provincial and manufacturing subindustries from 2000 to 2014. The results show that: there is a significant overestimation of the calculation without the restriction of ownership discrimination, which can't reflect the true level of China's financial efficiency in science and technology; regional survey found that science and technology financial efficiency growth rate of eastern area was the highest, which was followed by central area, western area and northeast area, and this increment was mainly due to the improvement of technical efficiency; the study of manufacturing subindustries found that the overall efficiency of science and technology increased steadily, but mainly due to the improvement of technological progress, and the space for further improvement of technical efficiency was large enough. Compared with the lowtech manufacturing industry, the hightech manufacturing sector is facing more serious discrimination in ownership; the possible reason is that there is a "double extrusion effect".
