Research on the Relationship between Empowerment of Scientific and Technological Achievements of Scientific Researchers, Organizational Capacity and Spin-off Entrepreneurship |

Abstract Empowerment of scientific and technological achievements of scientific researchers is an important institutional design to promote the transformation of scientific and technological achievements of jobs. Most existing studies have explored the effects of empowering researchers from the perspective of power reform, neglecting the important impact of organizational capacity support in empowerment effects after power reform. In this paper, Xi'an Institute of Optics and Precision Mechanics of CAS is selected as a case study to investigate the relationship between empowerment of scientific and technological achievements, organizational capacity and spin-off entrepreneurship, and to answer the question of what organizational capacity should be built to guarantee the success of spin-off entrepreneurship of the empowered researchers. The results found that the empowerment of scientific and technological achievements and long-term use rights have positive effects on the spin-off entrepreneurship of scientific researchers; the degree of decentralization of the right to benefit from scientific and technological achievements of scientific researchers' positions has an inverted U-shaped relationship with the spin-off entrepreneurship of scientific researchers. The organizational culture shaping ability, the organizational resource integration ability and the organizational system construction ability play a mediating role in the process of empowering scientific and technological achievements of researchers to influence spin-off entrepreneurship respectively.
