Abstract The ownership of the scientific and technological achievements is the point of the income distribution of transformation for stimulating the researchers' enthusiasm. The bold and specific action which have been taken to by the government is handicapped by the state-owned property management system, but some fundamental problems still remain. More effective measures have been adopting to allow "more autonomy" to scientific research institutions and researchers. As countries should bear the state responsibility for its illegal acts, reducing or removing the mishandling responsibilities of the scientific research institutions is also important, allowing "more autonomy" is the necessity of the way to respect the objective law.
