Abstract Colleges and universities, scientific research institutes to expand scientific and technological achievements that right, the scope of the unit of scientific and technological achievements, the ownership do expansion explanation. Unit's expansion explanation has its policy and legal basis, but easily lead to excessive expansion of interpretation of scientific and technological achievements of scientific and technological achievements of false fraud, thus undermining developers enthusiasm for scientific research.
