Deconstruction of "Black Box" and Efficiency Evaluation in Hightech Enterprise Innovation System |

Abstract Based on the "black box" perspective, this paper deconstructs the hightech enterprise innovation system into two phases: R&D and commercialization. The twostage composite network DEA evaluation method was used to measure the efficiency of innovation systems of large and mediumsized hightech enterprises in 25 provinces and cities in China from 2012 to 2015, and this was used as a quantitative discriminant index combined with cluster analysis to classify provinces and cities. The results show that: 1. The efficiency of our country's hightech enterprise innovation system is generally low, and the research and development stage is a weak link. 2. From 2012 to 2015, both the overall efficiency of the innovation system and the efficiency of each subphase have shown a decreasing trend year by year. 3. The overall efficiency of the innovation system of hightech enterprises in various provinces and cities in China and the regional heterogeneity of efficiency in each subphase are significant. Based on this, effective policy recommendations are proposed in order to provide reference for decisionmaking by enterprises and governments.
