Does National Business Incubator Improve Enterprises' R&D Efficiency |

Abstract Considering as the government's policy tool box, the technology business incubator plays an important role in increasing the success rate of enterprise establishment, providing regional employment opportunities, promoting regional economic growth and so on. However, from the perspective of incubation enterprise, whether the technology business incubator really improves enterprises' R&D Efficiency is unknown. Different from the existing technology business incubator research, the paper uses the Propensity Score Matching and Generalized Cobb-Douglas production methods to validate the confusing problem after collecting the New OTC Market's 2301 scientific and technological enterprises related data in 2014.The empirical study concludes that national business incubator can really hatch Enterprises. After controlling for selective bias, the difference between the enterprises' R&D elasticity located in and out national technology business incubator is significant, the enterprises' R&D elasticity coefficient located in national technology business incubator is 0.095% compared to the 0.083% located out national technology business incubator. The conclusions that the paper concludes is of great significance to the development of the technology business incubator industry and for seeking regional economic growth strategy under the new normal economic conditions in our China.
