1 The Coupling Coordination Degree between China's Digital Technology Innovation and Digital Economy Development

With the development of the digital economy, the potential of data elements and the fusion effect of different technologies have been greatly stimulated and released, providing a good material foundation and market development momentum for digital technology innovation. At the same time, as an emerging force to promote economic development, digital technology innovation is directly related to the high-quality development level of the digital economy. Both are derived from the needs of social practice, and centered on development and oriented towards development. It directly affects the operation of the innovation system,the process and speed of the construction of digital China if digital technology innovation and the development of digital economy are coordinated. However,at present, different regions in China rely on the original economic foundation and digital technology innovation to compete for key data element resources, which makes the development of digital economy more unbalanced. Therefore, it is of great significance to explore how to transform the comparative advantage of digital technology innovation into the competitive advantage of digital economy development for promoting the coordinated development of digital technology innovation and digital economy.#br#At present, most scholars focus on the research on the one-way impact of digital technology innovation or digital economic development. Few scholars systematically measure and deeply analyze the coupling coordination degree between digital technology innovation and digital economy development, and there is a lack of investigation on the coordination and interaction of the two at the regional level. This paper uses panel statistics of 30 provinces in China from 2015 to 2020. On the basis of constructing the evaluation index system of digital technology innovation and digital economy development, it adopts the data analysis methods such as the entropy value method, coupling coordination degree model and Moran index to analyze the regional characteristics and spatial correlation of coupling coordination degree of digital technology innovation and digital economy development, so as to explore if China's digital technology innovation and digital economy development match.#br#The results show that, first, according to the comprehensive scores of digital technology innovation and digital economy development, China's digital technology innovation and digital economy development have shown a good upward trend. Moreover, the distribution of digital economy comprehensive scores in the quartile table is slightly more balanced than that of digital technology innovation. However, the comprehensive scores of both are relatively low, and there is still a lot of room for growth in the future. Second, from the perspective of the overall characteristics of the coupling coordination degree between digital technology innovation and digital economy development, China's overall coupling coordination degree has shown a fluctuating rise, but it is still on the verge of imbalance. This is mainly due to the fact that China's digital technology innovation lags behind the development of the digital economy, so it is essential to focus on improving the digital technology innovation to drive the improvement of the coupling coordinated development of the two. The coupling coordination degree between digital technology innovation and digital economy development in the four regions is quite different. By 2020, the level of coupling coordination in the eastern region had been developed to a barely coordinated stage, the central region had been on the verge of imbalance, and the northeast and western regions had been slightly out of balance. Third, the spatial correlation analysis of the coupling coordination degree of digital technology innovation and digital economy development shows that there is a significant spatial autocorrelation between digital technology innovation and digital economy development in China, and it shows a serious imbalance in geographic spatial distribution. This imbalance is manifested in that the agglomeration areas with high coupling coordination degree are mainly located in the eastern coastal areas, while the northeast and west areas form low-value agglomeration areas.#br#This paper enriches the existing research on the interaction of technological innovation and economic development, and expands the application scope of coupling coordination theory in digital economics. In addition, it has reference value for guiding similar regions to give full play to their digital technology innovation capabilities and improve the coupling coordination degree between digital technology innovation and digital economy development. It also provides decision-making reference for the implementation of China's digital development strategy .#br#

12 Can the Digital Economy Drive the Development of China's Technology Market? An Empirical Analysis Based on the Provincial Panel Data

As an important component of the innovation system, the technology market plays an important role in promoting the division of labor and technology diffusion in innovation. However, the development of China's technology market is severely lagging behind. China's technology market accounts for a relatively low proportion of the global technology market, and it also lags far behind the domestic product market and capital market. In stark contrast, China's digital economy is in rapid development, which has transcended industrial, economical and traditional value chains at the macro and overall levels with a disruptive impact. Then the issue of whether the digital economy can stimulate the development of the technology market deserves in-depth study. Therefore, this paper systematically sorts out the comprehensive impacts and mechanism of the digital economy on the technology market, and conducts empirical demonstrations, enriching the theoretical and empirical research on the digital economy and technology market.#br#The technology market is a comprehensive market system with the participation of technology suppliers, technology demanders, technology market intermediaries and governments at all levels, with technology transactions as the core. Therefore, the digital economy has a comprehensive positive impact on the technology market by stimulating technology suppliers, technology demanders, technology market intermediaries, and various technology market entities at all levels of government to better perform their functions. Specifically, the digital economy has changed the way and process of innovation, accelerated the creation, diffusion and accumulation of knowledge, and increased the supply and demand of technological innovation on both the supply and demand sides of technology; the platform effect based on digital technology has enhanced the ability of technology intermediaries to shape and serve the market, thereby creating more possibilities for technology transactions; digital technology also provides good technical support for governments at all levels to carry out market supervision, which can promote the healthy and orderly operation of the technology market and provide a guarantee for the sustainable development of the technology market. In terms of the action mechanism, the digital economy can alleviate the financial tension between the supply and demand sides of technology, and promote R&D by improving the level of marketization and the development of the technology market by improving the efficiency of regional innovation.#br#By selecting the panel data of 30 provinces in China from 2011 to 2020, this study adopts two methods of differential GMM and system GMM to conduct empirical tests. It is verifies that the digital economy has a great impact on technology no matter if it is a benchmark regression or a robustness test. The regression results of market development are all significantly positive, indicating that the digital economy has a significant role in promoting the development of the technology market. Furthermore the promotion effect of the digital economy on the technology market shows differences in different regions and types of technology markets. Specifically, the promotion effect of the digital economy on the development of the technology market in the eastern region is significantly stronger than that in the underdeveloped regions in the central and western regions, indicating that the promotion effect of the economy on the technology market will become stronger as the two continue to develop, because both the digital economy and the technology market in the eastern region have developed better; in addition, compared with the technology-exporting market, the promotion of the technology-imported market is greater, indicating that the development of the digital economy also brings good development prospects to the technology-imported regions where the development of the technology market is relatively backward. In addition,the empirical test based on the intermediary effect model confirms that the digital economy does have a significant positive impact on the development of the technology market by improving the level of financial development, marketization, and regional innovation efficiency. The intensity of the intermediary effect decreases with the levels of financial development, regional innovation and marketization level.#br#The overall findings suggest that the government should promote the integration of digital economy and financial industry, and improve the financing efficiency of technological innovation entities; it is necessary to strengthen the support of digital technology for market technology construction,and promote the effective matching of technology supply and demand as well as the supply and demand of technology in the technology market.#br#

22 Enterprise Digital Transformation, Employees' Digital Cognition and Innovation Performance: Is Technology the Knife,While I am the Lamb to Slaughter?

Because of the developing digital economy and the impact of the COVID-19 pandemic, the information and communication technologies play an increasingly prominent role in enterprise innovation, such as big data, cloud computing, artificial intelligence and Internet of Things. Digital transformation(DT) has become a strategic adjustment direction for enterprises to improve innovation performance and reduce costs and optimize services. But some enterprises undergoing DT find it difficult to give full play to the potential advantages of digital economy due to obstacles such as weak transformation ability, high transformation cost and long performance improvement cycle. They meet with problems of poor performance in the early stage of DT or weak improvement in the later stage. This is also called the DT paradox which is similar to the IT productivity paradox and the new digital economy paradox. According to the digitalization practices of global enterprises, the DT paradox can be summarized into three cases: (1)DT cannot improve enterprise performance; (2)it is conducive to performance improvement in the early stage, but its effect is not obvious or even negative in the later stage; (3)DT does not improve enterprise performance at the beginning, but it is good for improving performance after its downturn. The third case is most popular in China, namely the downturn of digital transformation. So how to resolve the DT paradox and tide over the downturn has become a major issue. However, the existing studies about digital innovation cannot yet elaborate on the role of employees' cognition in the process by which new technologies affect innovation output. It is difficult for researchers to systematically explain the causes and countermeasures of DT paradox. Hence, guided by the IT capability theory, social cognitive theory and social identity theory, this paper aims to clarify the relationship between DT and enterprise innovation performance from the perspective of employees' digital cognition.#br#This paper obtains 8 785 unbalanced panel data of 1 403 listed companies by screening all Chinese A-share listed companies from 2011 to 2020. The nonlinear effect of DT on innovation performance is tested by using the two-way fixed-effect model and a series of robustness tests are conducted by changing the measurement method of variables, adjusting the sample range, and using instrumental variable analysis. Then the effect of employees' digital cognition is tested, and the effect is the abbreviation of employees' cognition of the results of DT on nonlinear relations. Employees' digital cognition generally includes employees' cognition of whether DT improves their own interests or organizational performance, and it is characterized by employees' personal digital cognition(PDC) and organizational digital cognition(ODC). When employees are engaged in the DT, they tend to form a comparative cognition by comparing their corporate performance with other enterprises in their daily work or network interactions,and then this cognition may influence their behavior and performance. The moderating effect of ODC is tested by introducing interaction terms between DT and ODC.#br#The results show that there is a U-shaped relationship between DT and innovation performance. Namely, there is a downturn in the DT process of enterprises. The turning point from decline to rise is about 0.7 million yuan for those companies with non-zero DT assets. It is shown that PDC plays a partial mediating role in U-shaped relationship and ODC moderates the U-shaped relationship. PDC does play a mediating role in the latter stage, but not in the first stage. ODC can result in the turning point moving left and make the U-shaped relationship more steep.#br#By integrating the IT capability theory, social cognitive theory and social identity theory , this study analyzes the possible path of enterprise digital innovation from the perspective of employees' digital cognition. It takes the Chinese listed companies as the research object, confirms the existence of U-shaped relationship and reveals the mediating role of PDC and the moderating effect of ODC on the relationship between DT and innovation performance. Enterprises are suggested to optimize employees' digital cognition from PDC and ODC and apply digital technology to create a good employee cognitive climate which is beneficial to organizational innovation.#br#

33 Two-way Direct Investment, Knowledge Spillover and the Synergetic Development of Innovation Chain: An Empirical Study Based on Chinese Industrial Data

Although China has had the largest scientific-technological manpower inputs around the world, it has been confronted with dilemmas of bottlenecks in core technologies, separation between technological innovation and economic development, and low efficiency in the innovation chain. China's industrial sectors are facing new challenges in innovative development due to the dual impacts of COVID-19 and severe competition among major countries. As the network structure and ecological system of modern innovation become more and more complex, the research on innovation has been extended to the innovation chain theory and the innovation chain mode. However, the problem of innovation chain breakage has not been effectively solved. The key to enhancing innovation capability lies in the synergetic development. #br#The influence of two-way direct investment(IFDI and OFDI) and their knowledge spillovers on the degree of innovation chain synergy has not been fully verified. On the basis of the complex system synergy theory, this paper measures the synergy degree of innovation chain of 38 industrial sectors in China, and the knowledge spillover effect is divided into technical knowledge spillover effect and management knowledge spillover effect to empirically test the influence of two-way direct investment on the synergy degree of innovation chain. #br#The openness of innovation system and the improvement of innovation ecology provide a new perspective to promote the synergetic development of innovation chain. More and more theories and practices have proven that two-way investment which is the core of global innovation resources integration is important to enhance the synergy degree of innovation chain. Some major countries have modified the rules to restrain China's scientific-technological progress through the decoupling of investment and supply chain. In the early stage of China's development, there were "savings gap", "foreign exchange gap" and "technology gap" hindering the coordinated development of the innovation chain. IFDI and OFDI have been the keys to obtaining innovation resources, bridging the "gaps", and improving the synergy of innovation chain. In particular, the knowledge spillover effect generated by them provides an important driving force for the acquisition of external technologies and the improvement of marketization efficiency. With the implementation of development strategies such as “Going global”, the "One Belt, One Road" initiative, etc, both IFDI and OFDI have shown rapid rising trends. Therefore, the study of two-way direct investment has important theoretical values and practical significance for the synergy of the innovation chain.#br#The results show that (1)both IFDI and OFDI could have a positive impact on the synergy degree of the innovation chain; (2) OFDI has a more obvious influence on the synergy degree of innovation chain in innovation-breakthrough industries; (3) the knowledge spillover effect plays a mechanism role of two-way direct investment affecting the synergy degree of innovation chain. The technical knowledge spillover effect of OFDI would be stronger than that of IFDI, and the management knowledge spillover effect of IFDI would be stronger than that of OFDI. This paper provides new empirical evidence and policy propositions for promoting the mechanism and path of collaborative development of innovation chain against the backdrop of investment opening up.#br#Compared with existing literature, the marginal contributions of this paper are as follows. First, by analyzing the influence of two-way direct investment on the synergy degree of industrial innovation chain and incorporating IFDI and OFDI into the same analytical framework, it expands the research on the influence of open investment to the innovation synergy and makes up for the shortcomings of existing literature. Besides, it deepens the knowledge spillover effects of the two-way direct investment on the synergy degree of innovation chain. Compared with the knowledge spillover effects in previous studies, this paper further divides the knowledge spillover effect into technical knowledge spillover effect and management knowledge spillover effect according to the characteristics of knowledge, and further explores the influence mechanism of two-way direct investment, which could provide reference values for solving the current practical scientific-technological development contradictions in different industries.#br#

43 Impact of Technological Innovation on Carbon Emissions Under the Constraint of Vertical Fiscal Imbalance

As the country with the largest CO2 emissions in the world,China has proposed a two-step emission reduction strategy“carbon peak and carbon neutrality”. In the process of advancing this strategy,technological innovation has played an important role. Reducing carbon emissions by improving the level of green technological innovation is the key way to achieve the carbon peaking and carbon neutrality goals. In the process of implementing carbon emission reduction strategies and innovation-driven development strategies,the role of finance cannot be ignored either. With significant positive externalities,technological innovation and carbon emission reduction work need to be guided and supported by the local government by fiscal means,and the fiscal situation directly determines the local government's expenditure preference and regulation ability. However,since the reform of the tax-sharing system in 1994,the local governments have shouldered the expenditure responsibilities,while the financial power has continued to centralize to central government,resulting in a deepening vertical imbalance of local government finances. Especially in the context of the reform of fiscal and taxation systems such as“replacement of business tax with value-added tax”and the implementation of positive fiscal policies, such as the reduction of taxes and fees in recent years,the local government finances has become increasingly severe. Therefore,it is undoubtedly of great significance to scientifically judge the impact of vertical fiscal imbalance on technological innovation and carbon emissions.#br#There are some issues unsolved in the existing research on the relationship between fiscal vertical imbalance,technological innovation and carbon emissions. First,the research on the impact of fiscal vertical imbalance on technological innovation has not yet reached a unified conclusion, and most studies only focus on the linear relationship between the two,and this may ignore the nonlinear impact of vertical fiscal imbalance on technological innovation. Second,the relationship between fiscal vertical imbalance and carbon emissions is rarely tapped,and few studies have considered the moderating effect of vertical fiscal imbalance in the relationship between technological innovation and carbon emissions. Therefore the above issues bring the following questions: Does vertical fiscal imbalance have a nonlinear impact on regional technological innovation?Are vertical fiscal imbalance increasing or weakening the effect of technological innovation on carbon emissions?These questions are worth discussing.#br#Using the provincial panel data from 2007 to 2019,this paper explores the impact of vertical fiscal imbalance on technological innovation and its role in technological innovation and carbon emissions. The results show that moderate vertical fiscal imbalance is conducive to improving the level of technological innovation,while excessive vertical fiscal imbalance hinders technological innovation. technological innovation can significantly suppress carbon emissions,and the vertical fiscal imbalance weakens the effect of technological innovation on carbon emissions. The moderating effect of vertical fiscal imbalance has a single threshold effect,and when it exceeds the threshold, technological innovation will exacerbate carbon emissions. Regional heterogeneity analysis reveals that the vertical fiscal imbalance in the eastern region mainly promotes technological innovation,and there is a single threshold effect in the moderating effect of vertical fiscal imbalance too. The vertical fiscal imbalance in the central and western regions has no significant impact on technological innovation,and the technological innovation activities in the central region have not effectively suppressed carbon emissions.#br#The marginal contributions of this paper are as follows. First,the vertical fiscal imbalance,technological innovation and carbon emissions are brought into the same research framework,and the mechanism of the nonlinear relationship between vertical fiscal imbalance and technological innovation,as well as the effect of vertical fiscal imbalance on the relationship between technological innovation and carbon emissions are discussed,and the threshold model is used to analyze the moderating effect of vertical fiscal imbalance. Second the study compares and analyzes the relationship between vertical fiscal imbalance,technological innovation and carbon emissions in the eastern,central and western regions,and verifies that there is significant regional heterogeneity. It provides a reference for the formulation of differentiated carbon emission reduction policies in various regions.#br#

53 The Impact of Relationship Dependence Among Network Members on Ego-Network Dynamics of Venture Capital:The Moderating Effect of Knowledge Attributes

As "high-energy capital", venture capital plays an important role in promoting innovation, entrepreneurship and creation, and investment institutions often choose joint investment strategies to mitigate unsystematic risks and exchanging resources. In practice, the ability, demand and resource endowment of investment institutions will change with the passage of time and the accumulation of investment experience, making investment institutions change their network partners and network topology to seek new opportunities and resources, thus bringing the reconstruction of venture capital ego-network. There will be heterogeneous knowledge, information and collisions of new ideas due to the addition of new partners, and thus it is possible to enhance the network advantages of the original focus investment institutions, reduce knowledge homogeneity and redundancy and improve the efficiency and performance of knowledge search and learning of focus organizations. Therefore, it is of great significance to deeply understand the dynamic changes of venture capital ego-network and the logical laws of the changes for improving the performance of investment institutions and guiding the development of venture capital network. But the existing ego-network exploration from the micro perspective focuses on the static perspective, while the research from the dynamic perspective is rare; it is difficult to comprehensively reveal the dynamic change mechanism of venture capital network only from external factors. In addition, the research on the relationship between organizations is ignored. Therefore, this study focuses on the dynamic perspective of ego-network of venture capital at the micro level, this paper explores the impact of relationship dependence among network members on the dynamics of venture capital ego-network based on social network theory and knowledge-based theory, and verifies the moderating effects of knowledge attributes on the relationship between them.#br#This study uses the relevant data from 2010 to 2019 in the Wind database, and obtains a sample of 245 investment institutions with a total of 23 056 investment events. A total of 1 715 ego-networks are constructed for 245 investment institutions in seven window periods, and relevant network indicators are calculated. Finally, the within estimation method and LSDV method are used to conduct empirical analysis on 1 715 ego-networks.#br#The results show that the relationship dependence among network members negatively affects the ego-network growth and diversity of venture capital respectively; the high level of knowledge depth and knowledge breadth further strengthen the negative relationship between network member relationship dependence and ego-network diversity, and play a negative moderating role; knowledge breadth weakens the negative relationship between the relationship dependence among network members and ego-network growth, and plays a positive regulatory role; however, the knowledge depth has not significant moderating effect on the relationship dependence of network members and the ego-network growth of venture capital.#br#The research contributions of this paper are mainly reflected in the following aspects. (1) According to the social network theory, the dependence among organizational members in the network is deconstructed from the perspective of social interaction, which provides a new perspective for the research on dynamic driving factors of venture capital ego-network. Different from previous studies with a focus on the exogenous environmental factors or endogenous individual needs, this study is from the perspective of relationship dependence among organizational members, which not only expands the application of social network theory, but also deepens the understanding of the antecedents of ego-network dynamics. (2) The research on the dynamics of venture capital networks has been expanded from the macro and meso perspectives to the micro ego-network perspective, and it enriches and refines the research results related to venture capital networks. It is also helpful to recognize the changes in the amount and richness of resources brought by the ego-network change of each investment institution from the micro perspective. (3) Combining knowledge-based theory, this study analyzes the changes of network member relationship under the action of the knowledge base. It provides help for in-depth exploration of the antecedents of the evolution of the ego-network, supplements the original theoretical research framework, and makes up for the one-sided research with a focus only on the relationship dependence of network members.#br#

65 The Innovation Leadership Effect of the Central City on Beijing-Tianjin-Hebei Regions

The Beijing-Tianjin-Hebei regions have played an important role in driving the high-quality regional development. However, for a long time, Beijing, as a central city, has failed to play a role of innovation leader,and the gap between Beijing and its neighboring cities in innovation development has been further widened, which has posed a major challenge for realizing the collaborative regional development. Therefore, it is of practical significance to make better use of the innovation leadership effect of Beijing and improve the innovation capability of the surrounding cities for the collaborative innovation development of Beijing, Tianjin and Hebei.#br#Drawing on the panel data of the Beijing-Tianjin-Hebei regions from 2010 to 2020, this paper systematically studies the innovation leadership effect of Beijing on its neighboring cities by using the two-way fixed-effect model and threshold effect model. It is found that the innovation capability of Beijing is far higher than that of the surrounding cities, and the innovation leadership effect significantly improves the innovation capability of the surrounding cities. Heterogeneity analysis shows that innovation leadership of Beijing has a strong effect on megacities and big cities in the Beijing-Tianjin-Hebei regions, national innovation pilot cities, coastal cities and cities with high administrative levels, for these cities tend to better play the role of innovation leadership and keep improving their innovation capabilities. The mechanism analysis shows that enterprise R&D, patent application and technology platform are important mechanisms for innovation leadership effect of Beijing to improve the innovation capability of surrounding cities, and the surrounding cities can focus on enterprise R&D, patent application and technology platform to carry out more extensive and deeper innovation cooperation with Beijing. The threshold effect analysis shows that the innovation leadership effect of Beijing on its neighboring cities has a nonlinear relationship and is affected by the threshold value of technological distance. When the technological distance is below the threshold value, the innovation leadership effect of Beijing is stronger, and Tianjin and Shijiazhuang are the cities in this range; otherwise, the innovation leadership effect of Beijing will be weakened. Cities in this range include Baoding, Tangshan, Langfang, Cangzhou, Xingtai, Handan, Qinhuangdao, Hengshui, Zhangjiakou and Chengde.#br#The research conclusions suggest that first it is critical to improve the policy design of innovation leadership in Beijing from a strategic perspective and enhance the innovation capability of Beijing. It is essential to closely integrate major national strategies such as the regional coordinated development strategy and the Beijing-Tianjin-Hebei coordinated development strategy, high-quality innovation resources with the formulation of Beijing's innovation leadership policies to further promote the construction of the Beijing-Tianjin-Hebei collaborative innovation community. Second, large cities in the Beijing-Tianjin-Hebei regions, national innovative pilot cities, coastal cities and cities with high administrative levels should formulate policies and take measures to further enhance innovation capability and improve innovation quality,and while other cities should give full play to their latecomer advantages, increase the investment in scientific research funds, create an innovation policy environment conducive to attracting talents, capital and innovative enterprises, and comprehensively improve urban innovation capacity. Third, it is necessary to give full play to the institutional role of corporate R&D, patent cooperation and technology platforms in Beijing's innovation leadership. Neighboring cities should formulate tax relief policies to encourage corporate R&D, strengthen cooperation and exchanges with relevant research institutions in Beijing, and provide preferential funds for technology development, transfer, consultation and service to speed up the construction of technology platform system and personnel training. Fourth, in order to shorten the technological distance with Beijing, the cities with strong technological capabilities should formulate strategic plans for the development of cutting-edge technologies, and set up special funds to support technical cooperation. For the cities with weak technological capabilities, they should increase the policy support in the introduction and training of technical talents, capital investment and other aspects, expand the channels of information collection, and formulate a reward system. With the focus on the influence of the innovation leadership effect of the central city on the innovation capability of surrounding cities, this paper provides the corresponding influence mechanism which is a useful supplement for related research.#br#

The Chinese government affirms that innovation has become the primary driving force and collaboration is an endogenous feature.At present, the high-quality integration of the Yangtze River Delta has been accelerated. It is urgent to promote greater openness and sharing through collaborative innovation to form the positive circle of a large domestic unified market. On this premise, the free, orderly, safe and convenient flow of essential factors would be promoted across borders and regions,the domestic and international markets would be promoted in better connectivity, and a collaborative model of mutual promotion of domestic and international dual circulation could be formed. A beneficial exploration of RIE collaborative development and its spillover effects in the Yangtze River Delta has been made in the existing research. However resource acquisition and utilization ability, the relationship competition and cooperation in RIE are ignored, which makes it unable to systematically explain the disequilibrium development in RIE; the existing research is inadequate in the visual analysis methods to present the collaborative development trend of regional sci-tech innovation,that is,space extension, gradient layout and dislocation development in the Yangtze River Delta RIE; the panel data of 27 cities in the central area of the Yangtze River Delta (abbrev. as 27 cities) is not mentioned, and the spillover effect of RIE collaborative development and its influencing factors in the development process of Yangtze River Delta community of sci-tech innovation are not explored.#br#Thus,from the perspective of RIE, this study takes 27 cities in the central area of the Yangtze River Delta as the research objects, and analyzes the trend of regional innovation integration and collaborative development, spillover effect and its influencing factors of RIE in the Yangtze River Delta. Firstly, it conducts a principal component analysis on the components of RIE. Secondly, with the scientific, comprehensive and data availability principles, the ecological niche evaluation index system of RIE collaborative development in the Yangtze River Delta under the dual circulation pattern is built from the perspective of the joint action of innovation community and environmental community.Thirdly,the niche model and fixed effect model of SDM are constructed. With the relevant statistical data of collaborative innovation in the Yangtze River Delta region during 2012-2020,visualization methods are used to deeply analyze niche width, suitability, momentum and overlap. Furthermore, the overall trend, regional differences and spatial agglomeration of the collaborative sci-tech development, and its spillover effect and influencing factors in the 27-city region are comprehensively analyzed to improve the development level of the Yangtze River Delta urban agglomeration during the "14th Five-Year Plan", and promote the collaborative and common progress of the Yangtze River Delta community of sci-tech innovation.#br#The medium and high-value areas of RIE niche suitability in the Yangtze River Delta present the trend of spatial agglomeration diverging from coastal to inland areas, with the spatial distribution characteristics of "northwest-southeast" around the central area of the G60 S&T innovation valley to form a spatial pattern of "geese array".There is an innovation spatial correlation of RIE in the Yangtze River Delta. The positive spatial correlation has been increasing year by year and the spatial spillover effect of collaborative development is significant. Moreover, the human capital, financial development and constraints of carbon peaking and carbon neutrality goals bring great impact on the spatial spillover effect. There are significant direct effects and spatial spillover effects of R&D investment for industrial enterprises above designated size. In order to successfully build the Yangtze River Delta community of sci-tech innovation,the government should promote R&D investment of industrial enterprises above designated size in the 27 cities of central China so that they can play an important role in the spin-off effect and demonstration to other areas. This paper provides empirical support for the further policy promotion of regional community of sci-tech innovation and the collaborative development of sci-tech innovation in urban agglomeration.#br#

However, in the traditional financial environment, the employees of financial institutions generally lack the knowledge of biology and agronomy, which has led to a severe problem of information asymmetry in assessing agricultural products and biological assets innovated by agriculture-related enterprises, resulting in high transaction costs and hindering the innovation investment and innovation ability of agriculture-related enterprises.#br#With the rapid development of information age, digital inclusive finance based on artificial intelligence, big data analysis, cloud computing and block-chain has come into reality, providing a new solution to the financing problem of small and medium-sized customers unable to be covered by traditional finance. The rapid growth of digital finance has broken through the limitations of traditional finance to a certain extent. Thus, can the development of digital finance really improve the innovation investment and efficacy of agriculture-related enterprises? Using the data of agriculture-related enterprises listed in Shanghai and Shenzhen A shares from 2011 to 2020, this paper theoretically analyzes the mechanism of digital inclusive finance affecting agriculture-related enterprises innovation. The study empirically tests the relationship between risk taking in digital inclusive finance and agriculture-related enterprises innovation. It is found that the development of digital inclusive finance could effectively promote the innovation of agriculture-related enterprises, while its development in three different dimensions of breadth, depth and digitization exerts a significant promoting effect. The development of digital inclusive finance could also effectively improve the risk-taking of agriculture-related enterprises, thereby elevating the innovation investment level of agricultural enterprises. Besides, the mediating effect of digital inclusive finance based on risk-taking exhibits the heterogeneity of regional economic development level and enterprise life cycle, which is evident at the low levels of the economic development group and the growth group. #br#Given the above findings, this paper puts forward corresponding countermeasures and suggestions for promoting the development of digital inclusive finance and raising the innovation level of agricultural enterprises. First of all, the government should improve the construction of digital infrastructure such as regional broadband networks to accelerate the development of digital inclusive finance. Secondly, agricultural enterprises should make full use of big data, Internet and block-chain to enhance their risk-taking ability; meanwhile local governments should also implement differentiated development policies of digital inclusive finance .#br#This paper presents the following new ideas. Firstly, it not only analyzes the advantages of developing digital inclusive finance for China's enterprise innovation, but also reveals the significant role of the development in advancing both China's agricultural industry and rural modernization. Secondly, by exploring the general path of digital inclusive finance affecting enterprise innovation from the perspective of risk-taking, the study clarifies its specific influence on agriculture-related enterprises innovation. 97 Disconnection between Cogniton and Practice:How Does Institutional Complexity Affect the Behavior of Firms Coupling

The Chinese government has set concrete targets and made comprehensive plans to address climate change and aims to peak its CO2 emissions before 2030 and achieve carbon neutrality before 2060. Firms play an essential role in fulfilling the “30·60” national commitments, and the implementation of corporate social responsibility is the only way to promote the high-quality development of the national economy. In the background of the "dual carbon" policy, Chinese firms shoulder the historical mission and the responsibility of energy conservation and emission reduction. The management cognition of responsibility is effectively embedded in the practical behavior of social responsibility, so there is a separation of "cognition-practice". Decoupling behavior is regarded as a process rather than a result, and it is an effective buffer mechanism for enterprises to make strategic changes in response to multiple institutional pressures. Therefore, decoupling behavior is one of the important strategies to respond to institutional complexity, and enterprises can effectively avoid multiple institutional pressures by adopting symbolic means.#br#Then what strategic behavior do Chinese firms adopt to respond to institutional complexity in the context of the carbon peaking & neutrality policy? This study takes manufacturing, construction, building materials, electricity and environmental protection enterprises in cities such as Jiangsu, Zhejiang and Shanghai as the survey objects. The survey for this study lasts for 14 months from February 2021 to April 2022. Through a questionnaire survey of 304 energy-transformed firms in Yangtze River Delta region, this study investigates the impact of an organizational field with multiple institutional logics on coupling behaviors by combining the macro perspective of institutional theory and the micro perspective of identity, and further explores the motivation of decoupling behaviors.#br#The results show that (1) in the field of institutional complexity, firms adopt the strategic behavior of "sayings and not doings" to alleviate multiple institutional pressures, i.e., there is a positive relationship between institutional complexity and firms decoupling; (2) organizational identity, as a mediating variable, has a mediating effect on the relationship between institutional complexity and firm decoupling; (3) managers' social capital is a moderating variable, and managers' political capital has a significant positive moderating effect on the relationship between institutional complexity and firms decoupling, while the moderating effect of business capital has not been verified yet. The findings of this paper provide relevant theoretical basis and empirical experience for firms to shape their strategic behaviors in response to institutional complexity.#br#Different from the previous literature,the theoretical contributions of this study are as follows. It enriches the research on theories and mechanisms related to the strategic behavior of enterprises in response to institutional complexity.It reveals the motivation behind the decoupling behavior of enterprises in the institutional context, and enriches the role of social capital in institutional theory and corporate strategic behavior. The practical implications of this research are that it is essential to drive enterprises to realize paradigm innovation from "commercial" to "hybrid" organizations;government departments should speed up the establishment of supervision platforms to innovate the practice paradigm of corporate social responsibility in China. At the same time, firms should also actively embed themselves in the corresponding social responsibility supervision platform to achieve an ecosystem with multi-party participation. #br#Meanwhile,there are some limitations in this study, and future research can make improvement from three aspects.First,it is suggested to use a longitudinal tracking design scheme or multiple ways to collect data to achieve "triangular verification", and use more objective evaluation indicators or secondary data to measure variables. Second, future research can include the influence of social logic, religious logic, professional logic and other institutional logic on the strategic behavior of enterprises, and further explore the state in which multiple institutional logic is most conducive to the survival and development of enterprises. Third, in addition to questionnaires, future research can use case studies or fsQCA analysis to further discuss the spiral and gradual change process of enterprise strategic behavior from "coupling, decoupling and coupling" under the dynamic change of multiple institutional logic, and improve the universality of research conclusions.#br#

107 Does the D&O Liability Insurance Affect the Persistence of Corporate Innovation?

Innovation persistence is crucial for enterprises in the increasingly complex and variable external environment. On a micro-level, innovation persistence is the basis for enterprises to gain dynamic competitive advantages, while on a macro-level, it is the key to the implementation of their innovation-driven strategy in China. However, in the context of expanding economic globalization and open innovation, the lack of scientific and technological innovation has become one of the main constraints on the sustainable development of late-developing economies. How to maintain innovation continuity, enhance innovation momentum, and promote the overall effectiveness of the innovation system to continue to improve are the issues worthy of serious consideration in China.#br#There are many factors that determine the persistence of innovation. As an effective prior institutional arrangement and safeguard measure, D&O liability insurance can be used to reduce the failure of innovation decision-making by executives to enhance the risk-bearing ability of management, and it has a key impact on the choice of corporate strategy and the stable implementation of the strategy, which in turn positively impacts the persistence of innovation. However, in the existing research on the economic consequences of D&O liability insurance, few scholars have paid attention to the impact on innovation persistence. The managerial power determines the speed of response to environmental changes and the development of the firm's relationship network, while innovation persistence highly depends on managerial judgment and sustained attention, so it is necessary to examine the moderating role of managerial power in the relationship between D&O liability insurance and innovation persistence. Internal control influences the adaptability of strategic decisions, the speed and intensity of disruption, and closely relates to corporate innovation persistence strategies; meanwhile, financing constraints determine the allocation of innovation resources and the involvement in all aspects of the initiation and maintenance of innovation. Therefore,this study aims to explore the mediating path of D&O liability insurance affecting innovation persistence from the perspectives of internal control and financing constraints. In addition, there may be different impacts on firms' innovation persistence from different financial distress situations, different protection levels of intellectual property and government subsidies. In summary, this paper proposes research hypotheses and develops corresponding research models. To further verify the reliability of the hypotheses and models, this study selects the samples of Shanghai and Shenzhen A-share companies from 2015 to 2021, and obtains 14 228 valid observations after data processing. Empirical analyses such as descriptive statistics, regression analysis, endogeneity analysis and robustness tests are conducted using the software of Stata 16.0.#br#The results show that D&O liability insurance has a facilitating effect on firms' innovation persistence; the positive effect of D&O liability insurance on innovation persistence diminishes as managers' power increases; internal control and financing constraints play multiple serial mediated effects between &O liability insurance on innovation persistence; and the facilitating effect of D&O liability insurance on firms' innovation persistence is more significant in the samples of firms with financial distress, high levels of intellectual property rights protection and high levels of government subsidies. #br#There are three innovative aspects of this paper. Firstly, the impact of D&O liability insurance on corporate innovation persistence is analyzed from the perspective of D&O liability insurance, which extends the study of innovation persistence factors; secondly, the multiple serial mediation effect model is introduced to study the serial mediation effect of internal control and financing constraints, which further reveals the impact path of D&O liability insurance on corporate innovation persistence; thirdly, the moderating effect of managers' power is included, which enriches the influence of D&O liability insurance on corporate innovation persistence, and it is a useful addition to the research in the field of managerial power. The conclusion can help Chinese listed companies make better use of the D&O liability insurance system to optimize their corporate innovation strategies and enhance corporate innovation persistence in the context of economic transformation and upgrading.#br#

119 Measurement and Evolution Analysis of the Integrationand Synergy Development of Technological Innovation and Standardization

Technological innovation and standardization signify economic vitality and competitive ability. With the global science and technology revolution and industry changes, technological innovation and standardization are gradually integrated and dependent on each other. The integration and synergy between the two have become the core driving force and important support for the healthy growth of enterprises, the transformation and upgrading of industry, and the high-quality development of the national economy. However, standard innovation resources are limited and personnel quality is uneven, and there are blanks in the trade standards and national standards for some products in high technology field. The monopolistic market behaviors of patent technology standards in developed countries are commonly seen, there is disjunction between enterprise technology innovation system and standardization system, and the urban distribution of national technical standard innovation base is unequal. Practitioners and scholars have expressed their deep concern on the above problems and it is much challenging for Chinese standards to "go global". Therefore, it is essential to promote high-quality economic development by accelerating the integration and synergy of technological innovation and standardization.#br#Then in the process of service dual-cycle development, what is the level of integration and synergy development of technological innovation and standardization in China? Are there regional differences and what is the degree of difference? What are the evolution and convergence characteristics of them? The solutions of these problems are of great significance for the better implementation of the National Standardized Development Outline and the promotion of high-quality development. Throughout the existing literature, it is found that there is a lack of measurement and evolution analysis on the integration and synergy development of technological innovation and standardization at the national, regional and provincial levels. Therefore, on the basis of fully learning from the existing literature, this study employs the data of 30 Chinese provinces from 2009 to 2020, adopts the improved distance collaborative model to measure the integration and synergy development capacity of technological innovation and standardization, and uses the spatial convergence model to test and analyze the integration and synergy development level of technological innovation and standardization, so as to reveal the evolution characteristics and regional differences.#br#The results show that the integration and synergy development level of technological innovation and standardization is on the rise, but its development level is lower than the synergy level. Among the four regions, the eastern region has a strong momentum of integration and synergy development; the integration and synergy development degree of central and western regions fluctuates a bit, and the integration and synergy level of northeast region fluctuates the most, indicating that it needs to be further improved. The integration and synergy development of technological innovation and standardization in different provinces has obvious regional heterogeneity. It shows that the eastern region has a significant advantage, the central region is next, the western and northeastern regions are unbalanced. The differences of the integration and synergy development level of technological innovation and standardization in China and the four regions are characterized by σ convergence, absolute β convergence and conditional β convergence.#br#Accordingly, this paper puts forward the following policy recommendations:improving the efficiency of resource allocation and speeding up the development of technological innovation and standardization, exploring the pilot demonstration and reinforcing the driving forces of the integration and synergy development of technological innovation and standardization, and strengthening policy inclination and accelerating higher level regional coordinated development. Then it is suggested to coordinate comparative advantages of eastern region and promote the integration and synergy development of technological innovation and standardization. Lastly, it is essential to make full use of resource endowment to promote the gradual convergence of the integration and synergy development level of technological innovation and standardization. According to the actual situation of the region, the government should implement scientific technological innovation and standardization policies to realize the integration and synergy of technological innovation and standardization, and promote high-quality economic development.#br#

In today's world, with the continual introduction and application of new methods, new technologies and new knowledge, science and industry are facing disruptive changes. The ability of scientific and technological innovation has become the first driving force for social and economic development. As an important component of scientific and technological innovation, disruptive technology is a powerful engine that drives a new wave of technological change, and is an effective way to achieve " overtaking on a bend" in the field of scientific and technological innovation. Predictions and research of disruptive technologies have now become the high point in the game of great powers, and are crucial to countries' international transformation. In order to improve China's scientific and technological innovation capability and predictive capability of disruptive technologies, this paper proposes a research method combining patent analysis with complex network theory. Specifically, the discussion of disruptive technologies focuses on the evolution and prediction of disruptive technologies , and it helps to grasp the overall development of disruptive technology and analyze its development trend, and effectively guide the forward-looking layout and innovation of disruptive technologies by the government. Disruptive technology prediction refers to the identification of potential disruptive technology signs in the prevailing technology and systematic potential evaluation based on the feasibility and impact of technology.#br#This paper makes a large-scale study of disruptive technology,in which its characteristics are analyzed, and the research on the evolution and prediction of disruptive technology is summarized. Patent is an important index and carrier to measure the development of technology, so patent analysis is used primarily in this study to effectively describe the evolution of disruptive technologies and map the technology development according to the evolution trend. On the basis of the results of patent analysis, the cutting-edge technologies of the technology development path graph is analyzed by post-discrete method, and the development direction of different technology hot spots is evaluated. Related theories of complex networks are used for predicting disruptive technologies. First, the study selects the key technology hot spots as nodes in a complex network based on the evolutionary path of disruptive technologies. Then it uses the link prediction algorithms to analyze similarities in different technical nodes. Link prediction refers to predicting the possibility of link generation between two nodes that have not yet been connected in the network through information, such as known network nodes and network structures. These predictions include predictions of unknown links as well as future links. The network structure is reconstructed by Word2Vec algorithm according to node density and node center, so as to predict the node-specific link. In order to verify the reliability of theory and method, quantum information technology is selected for empirical analysis. Through empirical analysis, this study analyzes the evolution trends of quantum information technology and reasonably predicts the potential associated technologies, in the hope of solving the problems of inaccurate and subjective description of disruptive technologies, and providing new ideas and approaches for the prediction of disruptive technologies in China. #br#Given the present situation in which China is facing a "net clock" in key technologies and the arduous task in the fourteenth Five-Year Plan, this paper puts forward the following suggestions. (1)The analysis of the overall trend of technological development should be emphasized, and the analysis of subversive technological evolution is the prerequisite and foundation for realizing technological prediction. (2) Because the prediction of association of disruptive technology is the key to occupying the highlands of science and technology and achieve disruptive breakthroughs, it is essential to strengthen the prediction of association between technology hot spots in the field of technology, and then improve the perception of potential technologies and accurately identify the development trends of different technology hot spots in disruptive technologies.#br#

141 Knowledge Production and Diverse Interaction: The Operational Logic of Young Talents in Promoting Technological Innovation:An Empirical Analysis Based on Multiple Case Studies

Young talents play an increasingly pivotal role in driving technological innovation; thus, how to promote technological innovation led by young talents has become a critical issue in modernization construction with Chinese characteristics. Reviewing the developmental and training journey of China's young talents, the study confirms that the focus has shifted from a mere quantitative increase and single-index evaluation based on research outcomes to talent cultivation oriented by industrial demand, reflecting the continuous evolution of talent development objectives. Similarly, emerging technologies are characterized by multi-modality, large models, and big data. A governance mechanism for technological innovation is gradually taking shape. The importance of knowledge production and diverse interactions among young talents is becoming more evident, offering a fresh perspective and impetus for technological innovation. These young talents, characterized by their flexibility and adaptability, possess keen insight into new technological trends. Their willingness to try new approaches and adopt new technologies, coupled with an open and exploratory attitude, greatly aids innovation. Yet, most existing research focuses on inter-governmental relationships, resource restructuring, and structural transition in technological innovation, overlooking the proactive nature and innovative drive of young talents. #br#To this end, in line with the characteristics of young technological talents in China during this new era, this article delves into the successful experiences of technological innovation. It aims to extract the operational logic embedded therein to offer theoretical support for innovative practices. The study constructs an analytical framework centered on "knowledge production-diverse interaction" from both procedural and subjective perspectives. It further examines various paths of innovation through multiple typical cases in Beijing. The choice of Beijing for multiple case studies has several reasons. Firstly, all cases stem from technological innovations started by young talents who are alumni of top domestic universities,and Beijing is endeavoring to become a hub for elite talents and a global tech innovation center. Secondly, by comparing cases from the same region and field (technology), external variable interferences are minimized. This comparison aims to discern the differences between various models, deepening the typological understanding of knowledge production and diverse interactions. Lastly, the three selected cases each correspond to distinct interaction models. These models cover interactions between enterprises and government, experts and capital, and emphasize the scale, spillover, and competitive effects of knowledge production. In the initial stages of technological innovation, although all three cases were confronted with challenges and real-world constraints, the young talents facilitated knowledge production and interactions, making these cases highly representative and prompting further contemplation on the research question.#br#The results indicate that, firstly, through business-government interaction, scale effects in knowledge production are manifested. This interaction not only enhances governmental support for and understanding of technological innovation but also overcomes the constraints posed by decision-making "black boxes". It further improves the reliability and safety of innovative products. Moreover, the resources and policy support from the government actively encourage the greater participation of young talents in technological innovation. Secondly, the business-expert interaction brings forth the spillover effects of knowledge production, addressing challenges from the system's high complexity and barriers to sustained innovation. This interaction infuses knowledge production with fresh vigor and can foster new ways of thinking, constituting an effective way for technological innovation. Thirdly, the business-capital interaction promotes competitive effects in knowledge production, assisting enterprises in establishing sustainable business models. The involvement of capital provides broader horizons for innovation, along with the necessary resources, thereby driving business innovation.#br#Furthermore, this study centers on unveiling the intrinsic mechanisms through which young talents drive technological innovation. By integrating typical operational mechanisms, the study conducts a comprehensive analysis of the role of young talents throughout the innovation process. This analysis significantly bridges the existing theoretical gap in understanding the logic by which young talents propel technological innovation. 152 How Does Workplace Spirituality Affect Knowledge-based Employees' Cooperative Behavior? The Perspective of Strategic Consensus and Goal Interdependence

Knowledge employees have become the main force of human resources in enterprises, and cooperative behavior is the key condition for high-performance work and various organizational functions. Knowledge-based employees have the characteristics of high spiritual pursuit which is consistent with the connotation of workplace spirituality. Knowledge-based employees pay attention to work achievements rather than material rewards. They are eager to show their personal talents and realize their own value in their work. They value the intrinsic meaning of work to themselves and pursue the intrinsic value of life. It has become an important challenge in the field of organization and management to consider and satisfy such employees' pursuit of life meaning and self-realization, identify the stimulating effect of their workplace spirituality on their potential, and enhance their positive contribution. Workplace spirituality could be an important predictor of job status; however, at present, the research on the internal driving factors of knowledge-based employees' behavior, especially the spiritual driving factors of cooperative behavior, is obviously insufficient. Some qualitative studies suggest that workplace spirituality can promote cooperative behavior, but there is still a lack of relevant empirical research, and the mechanism is not clear. This study focuses on the stimulating process of knowledge-based employees' cooperative behavior from the spiritual perspective. It examines the impact of workplace spirituality on knowledge employees' strategic consensus and cooperative behavior, as well as the boundary conditions of cooperative goal interdependence.#br#A moderated mediation model is constructed based on the data obtained from a survey of knowledge employees from 12 enterprises in cities such as Beijing, Shenzhen, and Guangzhou. In order to avoid the homology error, the leader-employee matching questionnaire is set up, and the effective matching data of 80 leaders and 294 employees is finally obtained. The variables involved in this study are measured using mature scales with good reliability and validity. Harman′s single-factor test is used in this study to test for common method bias. Mplus 7.0 is used for confirmatory factor analysis to examine the discriminant validity among workplace spirituality, employees' strategic consensus, cooperation goal interdependence and cooperative behavior, and then the analysis results indicate that the 4 variables selected in this study have good discriminant validity. The hypotheses are empirically tested by multi-level regression and the moderated mediating effect is tested by the PROCESS bootstrap method.#br#The results indicate that workplace spirituality has a significant positive impact on knowledge employees' cooperative behavior; knowledge employees' strategic consensus plays a mediating role in the relationship between the two; cooperation goal interdependence not only positively strengthens the positive relationship between strategic consensus and knowledge employees' cooperative behavior, but also positively moderates the mediation of strategic consensus, that is, the mediating effect of strategic consensus is enhanced when the effect of cooperation goal interdependence is high.#br#In summary this paper presents the first empirical study to examine the influence of workplace spirituality on knowledge employees' cooperative behavior, and it has made some theoretical contributions to the research on workplace spirituality, cooperative behavior and social identity theory. First, from the perspective of spirituality, it discusses the incentive mechanism of the cooperative behavior, reveals the importance of meeting the spiritual needs of knowledge employees in the workplace, and expands the research of workplace spirituality at the individual level. Second, from the perspective of social identity theory, the mediating mechanism of the strategic consensus of knowledge employees in the relationship between workplace spirituality and cooperative behavior is explored, which provides a new theoretical perspective for explaining the role mechanism of workplace spirituality, and has a theoretical construction significance for revealing the transmission mechanism of the impact of workplace spirituality on cooperative behavior.Third, it proves that the effective unification of task characteristics and employees' internal cognition is a powerful driving force to enhance the cooperative behavior of knowledge-based employees, which enriches the situational research on the influencing mechanism of employees' workplace spirituality.#br#This study enriches the research on the relationship between workplace spirituality and cooperative behavior from the perspectives of theoretical construction and practical significance. The findings enlighten organization managers to pay attention to knowledge-based employees' workplace spirituality, strengthen employees' collaborative ability, establish a scientific strategic decision-making system, and provide an inexhaustible driving force for the sustainable development of the organization.#br#
