On this basis of analyzing the transformation and interaction of organizational learning, constructed the knowledge sharing process model of the organizational crosslevel learning, and refined influencing factors of organizational cross  level learning efficiency from the three aspects of knowledge provision, knowledge transfer and knowledge acquisition.Then fusion DEMATEL method and DEA method to construct a comprehensive efficiency evaluation model which can identify the complex networked relationships and reflect preference constraint.Finally, the method proposed by this paper is applied to the case combined with the real enterprise.The application results show that the theory and method above are effective and feasible, it has a certain reference to enhance organizational learning efficiency and create competitive advantage.
