Abstract Military-civilian science and technology collaborative innovation is an important part of improving the overall competitiveness of the country's science and technology.In recent years, military-civilian technology collaborative innovation has achieved rich results, but many problems have emerged.These problems seriously hampered the in-depth development of military-civilian technology collaborative innovation.It is necessary to systematically design its military-civilian scientific and technological collaborative innovation mechanism.Based on the core ideas of the integrated mobilization theory, drawing on its organization model and the theoretical mechanism of the operating mechanism.For the unclear military-civilian scientific and technological collaborative innovation mechanism, this paper systematically designs the military-civilian scientific and technological collaborative innovation mechanism.This paper proposed the military-civilian technology collaborative innovation should under the guidance of management institutions, the resource elements and functions of military-civilian science and technology collaborative innovation are integrated into the military-civilian technology collaborative innovation service platform to provide related services for the two major sectors of the military-civilian technology collaborative innovation process and the achievement transformation process, and the relevant operation support mechanism also been proposed.The military-civilian science and technology collaborative innovation work has realized integrated, agile, modular, and efficient management of, and further improved the management system of military-civilian technology collaborative innovation.
