Abstract The time delay in the transmission process of innovation science and technology policy is an important problem. Through the clear up data, using impulse response function and variance analysis to analyze the external delay of innovation science and technology policy (talent incentive, R&D subsidy, tax preference, government procurement, service outsourcing),the results show that: policy effectiveness cannot be fully and timely play. Different innovation science and technology policy tools will produce different policy effects. The policy time delay occurs in the process of judgment policyvalidation policyabsorption policyimplementation policyinnovation output.
