Evaluation on Intellectual Property Efficiency of National Hitech Zones Based on Twostage DEA Model with Shared Inputs |

Abstract Abstract:According to the operational characteristics of intellectual property, dividing the whole process of intellectual property into two stages, including intellectual property creation and intellectual property application. Building a twostage DEA model with shared inputs under the hypothesis of variable returns to scale and evaluating intellectual property efficiency of 114 national hitech zones in our country. The results show that overall intellectual property efficiency and two substage intellectual property efficiencies of national hitech zones are both at a low level. The development degree among hitech zones is out of balance and there is great gap about the inputs and outputs of innovation resources. Meanwhile, according to the evaluation results, dividing national hitech zones into four types, including lowcreationhighapplication, highcreationlowapplication, highcreationhighapplication and lowcreationlowapplication based on their operational characteristics of intellectual property. Then, putting forward some specific suggestions on their development.
