Abstract Abstract："Internet + " and " InnovationDriven " has become the important strategy of economic development, with the advantages of the Internet to achieve innovation and upgrading, and promote economic development has become an inevitable trend. This paper analyzes the mechanism of lever solution in the e-commerce and crowd-funding platform, the Internet innovation platform from the perspective of system. Furthermore, two key mechanisms to promote the innovation system embedded in the " Internet + Venture Investment " are put forward according to the revelation and innovation practice: the bilateral incentive mechanism at the venture enterprise level and the GEM (Growth Enterprise Market) mechanism of the capital market. Based on this，from the starting point of incentives for innovation，it proposes approaches to improve these mechanisms, in order to provide theoretical basis of institutional design and policy reform for the development of innovation in our country.
