Abstract Energy-saving renovation market in existing Buildings is an important part of the energy conservation service industry in China,which is the key and difficult part in the green building operation.Based on the synergistic perspective,starting from the effectiveness of incentive system and incentive effectiveness implementation,consider incentive factors' synergy,consider the synergy of incentive elements and process,the willingness to market supply and demand of the subject and other factors,builds the synergy incentive effectiveness index system of the energy-saving renovation market development in existing buildings. Analyzing the interaction relationship between indicators,by using ANP method to determine evaluation index weights,constructs the multi-level fuzzy comprehensive evaluation model,through analyzing the empirical result,it provides countermeasures of optimizing incentive resources and promoting the market development as a whole for the government.
