Abstract Development of Internet plus and the implementation of mass entrepreneurship and innovation provide opportunities for college students to participate in entrepreneurship and innovation,the innovation of college students is beneficial to promote innovation-driven economic development in China. Based on the analysis of the college students' innovative decision-making and innovation behavior evolution in crowd innovation mode,this study constructed an evolutionary game between the innovative demanders and university students. System dynamics method was used to further describe the decision process on both sides. The model was then simulated by Vensim,results show that strategic choices of university students and innovative demanders are interactive,if only one side choose Nash equilibrium strategy,the two sides cannot reach evolutionary equilibrium. When innovative demanders' participation strategy probability is greater than 0.2,or probability of college students innovations be adopted is greater than 0.5,the system will eventually achieve evolutionary equilibrium.Finally,targeted suggestions was put forward to improve the level of college students' innovative undertaking from the perspectives of college students and the government,such as putting emphasis on effective communication and positive interaction,actively participating in the innovation skills training,promoting the development of the maker space.
