| A Comparative Study of Industrial Policies under the "Internet + Manufacturing" Mode |

Abstract Based on the policy tools of Roth well and Ziegfeld, from the perspective of national top level policy design, we selected 11 industrial policies of "Internet + manufacturing" mode from 2012 to 2016 as an example to compare the efficiency and rationality of top-level policy. It was found that talent training is still the focus of every country's policies, and the guiding role of the government in the process of industrial development is crucial. The continuity and stability of the policy is more important than innovation. It is suggested that the Chinese government should make use of the development opportunity of the "Internet + manufacturing" mode, by refining the top-level policy design, and establishing a new paradigm of manufacturing and technology inheritance to promote the healthy development of the manufacturing industry.
